Sheriff Mike Kanalakis Announces Promotions

Sheriff Mike Kanalakis is proud to announce the following promotions:

Effective December 29, 2007, Captain Ray McLaughlin was promoted from Custody Operations Bureau Captain to Chief Deputy Custody Operations Bureau. Chief McLaughlin is a 22-year veteran with the Monterey County Office of the Sheriff. His Law Enforcement career started in 1978 with the Pacific Grove Police Department. He is originally from Baton Rouge Louisiana. While serving in the U.S. Army, he was stationed at Ft. Ord in 1975. He has been a resident of Monterey County for 32 years. Chief McLaughlin advanced through the ranks to include supervising the Custody Operations Bureau Training Program and the Transportation Section. He was promoted to Sergeant in 1991, Commander in 2001 and Captain in January 2005. As Commander of the Custody Operations Bureau, Ray McLaughlin served in the Court Services Division and commanded the Bureau’s Custody Emergency Response Team (CERT).

Effective January 19, 2008, Commander Pat Hunton will be promoted to Captain Pat Hunton of the Custody Operations bureau. Commander Hunton is a 25-year veteran of the Monterey County Sheriff’s Office. She joined the Sheriff’s Office in 1983 was promoted to Sergeant in 1987 and Lieutenant in 1995. Commander Hunton has worked all divisions in the Custody Operations Bureau including the Administrative Division, Support Services Division, Jail Operations and Special Projects and she is currently in charge of the Court Services Division.

Commander Hunton graduated from California State University, Sacramento in 1982 with a Bachelor of Arts in Criminal Justice. She attended the FBI National Academy in 1996. She was a special consultant with the California Commission on Peace Officer Standards and Training (POST) under the Management Fellow program from 2001 to 2003. While at POST she developed a training curriculum for police response to persons with mental illness and developmental disabilities. She is a coordinator for Monterey County’s law enforcement Crisis Intervention Training (CIT) Academy.

Commander Hunton has been member of the Monterey County Mental Health Commission since 2003 and is currently the Chairperson for the Commission.

Effective January 19, 2008, Detective Sergeant Kevin Oakley will be promoted to
Commander of the Enforcement Operations Bureau. A veteran of the Monterey County
Sheriff’s Office for eight-teen years, he has worked the jail, South County Station and Central
Station. His assignments included Jail Deputy, Patrol Deputy, Gang Task Force, High Tech
Crimes Detective, Homicide Detective, Patrol Sergeant and Homicide Detective Sergeant.
Commander Oakley will be assigned to the Coastal Patrol Station.

Effective February 9, 2008, Acting Commander Scott Ragan will be promoted to
Commander of the Enforcement Operations Bureau. Commander Ragan is a twenty-three
year veteran member of the Monterey County Sheriff’s Office. His entire career has been in the
Enforcement Operations Bureau. He was an FTO (Field Training Officer) for about 10 years prior
to promoting to sergeant. He was promoted to sergeant in 1996 and worked all three patrol
stations. As an FTO, he received Coroner training. He was a member of the Monterey County
Sheriff’s Search and Rescue (SAR) and Dive teams for 21 years, eventually supervising both
teams as well as still being an active team member. He will be assigned to the Coroner/ Civil
Division.

Effective January 19, 2008, Sergeant Jose Mendoza will be promoted to Commander of theCustody Operations Bureau. He is an eleven year veteran of the Monterey County Sheriff’s Office. His previous and current assignments include FTO (Facility Training Officer), Explorer Advisor and Honor Guard Team Leader. He has been a Sergeant for 6 years. He has been the Classification Sergeant for the past 3 years and was the 2006 Deputy of the Year. He will be assigned to the C and D Teams in the jail facility.

Effective January 19, 2008, Acting Sergeant Rosie Aguayo will be promoted to Sergeant of the Custody Operations Bureau. She is an eleven year veteran on the Monterey County Sheriff’s Office. Hired in 1996, she worked numerous positions within the Custody Operations Bureau to include the Transportation Unit. She was promoted to Acting Sergeant June 2007 and the promotion will now be permanent. She will remain in her current assignment as jail facility B Team supervisor.

Effective January 19, 2008, Detective Fred DeLaSantos will be promoted to Acting Sergeant of the Enforcement Operations Bureau. He is a twenty-one year veteran on the Monterey County Sheriff’s Office. Hired in 1987, he trained in the Central Patrol Station prior to going to the Coastal Station. While at the Coastal Station, he was a member of the Search and Rescue Team. In 1998, he was assigned as an Investigator, working in various areas. He will be assigned to one of the patrol stations.

A formal promotion ceremony will be held on January 23, 2008 at the Board of Supervisor’s chamber.
